Ex officio Treasurer, State of Connecticut
Mr. Russell was sworn in as Treasurer of the State of Connecticut on January 4, 2023. Mr. Russell is a graduate of the University of New Haven and continued his education at the University of Connecticut School of Law. As a law student, he volunteered to help low-income taxpayers navigate the complexities of federal and state tax law as part of UConn’s Low-Income Tax Clinic. He also interned with the Connecticut Legal Rights Project and the administration of Connecticut Gov. Dannel Malloy. Prior to his election in 2022, Mr. Russell was a partner at the law firm of Pullman & Comley in its Public and Private Finance Group. In his career at Pullman & Comley, Mr. Russell represented towns, cities and the state in financing infrastructure projects, managing debt and restructuring pension obligations.
