Approved Consultants
Pursuant to State Statute, the Authority issues periodic Request for Qualifications to provide services to the Authority’s clients. In accordance with the submissions, the Board approves consultants for a period not to exceed 3 years. Additional approvals may occur on a rolling basis and will be considered on a case-by-case basis. The last formal RFQ occurred in 2025.

Underwriting Guidelines
The Authority may issue bonds that have been assigned an investment grade rating by one or a combination of the nationally recognized rating agencies (Moody’s Investor’s Service Inc., S&P Global Ratings, Fitch Ratings, Kroll Bond Rating Agency, Inc.) through a public offering. The bonds may be sold in minimum denominations of $5,000.
For bonds that have not been assigned an investment grade rating or are nonrated, the Authority may issue bonds through a limited public offering with minimum denominations of $100,000. The bonds in such an offering would be sold only to Qualified Institutional Buyers or Accredited Investors and must include an investor letter.
The Authority’s management reserves the right to waive the minimum denominations and investor letter requirements for specific limited public offering transactions, with the transaction and waiver subject to final approval by the Authority’s Board of Directors.
The above requirements do not apply to direct or private placements of debt.
