Legislative Update

During the 2022 legislative session CHEFA pursued several proposals that sought to build on its track record of supporting the State’s economy and workforce by providing financial assistance to educational institutions, healthcare providers, and other nonprofits, as well as expanding access to postsecondary educational opportunities for Connecticut residents through our subsidiary, the Connecticut Higher Education Supplemental Loan Authority (CHESLA). A number of these proposals were contained in SB 103, which CHEFA successfully worked with members of the legislature and Administration to pass.

This legislation will enable CHEFA to transfer and/or loan funds to its subsidiaries while also allowing CHESLA to provide financial assistance to students attending postsecondary education programs.

SB 103 demonstrates CHEFA’s commitment to enhancing the welfare and prosperity of all Connecticut’s residents by providing critical financial support to nonprofit entities throughout the State and expanding access to postsecondary educational opportunities for Connecticut students.

We are proud to be leaders in public finance and we look forward to our continued partnership with the state, legislature and Administration as we work together to grow Connecticut’s economy, develop the state’s workforce and increase opportunity for all Connecticut residents.
