Welcome to the Connecticut Health and Educational Facilities Authority website (“Website”).  The Website is managed by the Connecticut Health and Educational Facilities Authority (“CHEFA”).  When the words “you” or “your” are used in this Privacy Policy we mean you and any visitor of the Website.  When the words “we” or “us” are used in this Privacy Policy, we mean CHEFA.

We reserve the right to make changes to this Website and to modify this Privacy Policy at any time at our sole discretion.  We encourage you to review the Privacy Policy frequently for such modifications. 

This Privacy Policy describes our agreement with you regarding how we will handle certain information on the Website.  This Privacy Policy does not address information obtained from other sources such as submissions by mail, phone or other devices or from personal contact. By accessing the Website and/or providing information to us on the Website, you consent to the collection, use and disclosure of certain information in accordance with this Privacy Policy.

Information Collected on Our Website
If you merely download material or browse through the Website, our servers may automatically collect certain information from you which may include: (a) the name of the domain and host from which you access the Internet; (b) the browser software you use and your operating system; and (c) the Internet address of the website from which you linked to the Website. The information we automatically collect may be used to improve the Website to make it as useful as possible for our visitors; and, such information may be tied to the personal information you choose to provide to us. 

If you are one of our clients using our website to input data in compliance with bond covenants, you are logged in and using a restricted access area.  The data set associated with this process is more extensive and user names and passwords are issued to you specifically for this purpose. In this case, we track the above information as well as your userid, all the data you submit to us, and the date and time you logged in, submitted the data, etc. We use this information for troubleshooting purposes if you encounter any problems, as well as to ensure proper recordkeeping related to your bond issue.

This information helps give us an idea of who is taking advantage of the tools we provide. At times we may publish aggregate statistics, but your individual details will not be shared with anyone outside of CHEFA, except and required by law.


We do collect and keep personal information when you choose to voluntarily submit such information. For example, if you choose to fill out a form on the Website, or provide your email address, we retain the information submitted by you.  You should not submit any information that you do not want to be retained.  We are public agencies under the Connecticut Freedom of Information Act; therefore, this information may be subject to public inspection if not protected by federal or state law.  Please note that if we decide to change the manner in which we use personal information, we may update this Privacy Policy at our sole discretion.


NOTICE TO CHILDREN UNDER THE AGE OF 13 AND THEIR PARENTS OR LEGAL GUARDIANS: IF YOU ARE UNDER THE AGE OF 13 AND WOULD LIKE TO CONTACT US PLEASE DO SO THROUGH YOUR PARENTS OR LEGAL GUARDIANS.  WE DO NOT KNOWINGLY COLLECT PERSONAL INFORMATION FROM CHILDREN UNDER THE AGE OF 13. IF YOU ARE UNDER THE AGE OF 13, DO NOT SEND US ANY PERSONAL INFORMATION INCLUDING WITHOUT LIMITATION YOUR EMAIL ADDRESS, NAME AND/OR CONTACT INFORMATION.

Disclosure of Personal Information to Third Parties
We do not sell or rent the personal information you choose to provide to us to any third party. Also, we will not disclose the personal information you provide to us to any third party without your consent, except (a) as required by law or (b) to service providers where the disclosure will enable that party to perform business, professional or technical support.

We may be required to disclose personal information in response to valid legal process, such as a search warrant, subpoena, or court order, or pursuant to the Connecticut Freedom of Information Act.

Receiving Materials
We may send you informational materials such as newsletters by email or postal mail when you submit addresses via the Website. By your using the Website and providing your email or postal mail addresses, you are consenting to our sending you such informational materials.  If you do not want to receive information materials, please select ‘unsubscribe’ and follow the procedure or send an email with your name, mailing address and email address to webmaster@chefa.com.  When we receive your request, we will take reasonable steps to remove your name from such lists.

Our Website may use cookies to help to personalize your experience on the Website. You have the ability to accept or decline cookies. Cookies may also be used at certain sites accessible through links on the Website.  With cookies turned off you will be able to browse any information on the CHEFA Website, but you will not be able to use the Childcare Cost Model.

The Website uses Google Analytics to help analyze how users use the site. The tool uses cookies (described above) to collect standard Internet log information and visitor behavior information in an anonymous form. The information generated by the cookie about your use of the website (including IP address) is transmitted to Google. When you submit sensitive information via the website, your information is protected both online and offline.  Only employees who need the information to perform a specific job are granted access to personally identifiable information. The computers/servers in which we store personally identifiable information are kept in a secure environment.
